Blue Water Construction is a newly established luxury villa construction and project management firm based in Providenciales, Turks and Caicos Islands. While we are a new company, we are anything but inexperienced. Our three founding partners collectively bring over 50 years of hands-on construction and project management expertise — drawn from Canada, the United Kingdom, and the Turks and Caicos Islands themselves.
We came together with a shared belief: that the best construction outcomes are achieved through the convergence of different knowledge systems, different standards, and different perspectives. Canadian precision. British rigour. Caribbean insight. Three worlds of construction, operating as one.
We believe that outstanding construction is built on three foundations: deep relationships, unwavering trust, and genuine synergy between client, team, and environment. From the first consultation to the handover of keys — and through to ongoing property management if you choose — we are your dedicated partners for the entire lifecycle of your villa investment.
Our three partners collectively bring over 50 years of hands-on construction experience in luxury villas, private residences, and vacation rental properties — spanning Canadian commercial builds, British quantity surveying and project management, and deep-rooted Turks and Caicos engineering. This convergence of three distinct construction traditions gives Blue Water an unmatched breadth of technical capability.
In construction, relationships are everything. Shavago Thomas, born and raised in Turks and Caicos, brings irreplaceable local knowledge, regulatory understanding, and community connections. Combined with our international perspective, we navigate the island's unique requirements with both authority and authenticity.
We are proud to build our reputation one project at a time. From pre-construction planning and BOQ preparation through to the handover of keys — and beyond, through property management connections that keep your villa earning — our commitment to transparency, quality, and on-time delivery is absolute. Every project receives the full attention of all three partners.

Blue Water Construction specialises in the delivery of luxury custom villas across Turks and Caicos — from the very first design conversation through to the moment we hand you the keys. We are proud to build our reputation through enduring commitment to unparalleled collaboration, transparency, and attention to detail.
Our service extends beyond construction. We can connect you with trusted property management partners who will handle rentals, maintenance, and operations — turning your completed villa into a fully managed, income-generating asset. One team. One vision. From concept to keys — and beyond.

Our Philosophy
We understand that every project is not just unique — it is deeply personal. Our philosophy begins with listening: understanding your vision, your timeline, your investment goals. We then bring the combined knowledge of three construction worlds to shape a strategy that is both ambitious and achievable.
Blair brings Canadian precision and site management discipline. Jake brings British quantity surveying rigour and project management structure. Shavago brings the irreplaceable advantage of being born and raised in Turks and Caicos — knowing the land, the people, the regulations, and the rhythms of building here. Together, we operate as one.
Three partners. Three continents. Over 50 years of combined construction expertise — brought together in Turks and Caicos with one shared purpose.

Chief Executive Officer
Blair brings over two decades of hands-on construction experience from Canada's demanding climate and complex commercial sector. His career spans high-profile commercial builds, private residences, and luxury vacation rental properties. Notable projects include The Drake Hotel on Queen Street West, Toronto — a technically demanding build requiring construction within inches of two occupied buildings on one of the city's busiest arteries, with severely restricted site access throughout. Since relocating to Turks and Caicos, Blair has overseen the delivery of luxury villas and private residences across Providenciales and West Caicos, bringing Canadian site discipline and quality standards to the Caribbean.
Notable Experience

President & Chief Operating Officer
Born and raised in Turks and Caicos, Shavago is the team's irreplaceable local foundation. As a licensed TCI engineer and business licence holder, he brings structural and technical oversight, deep knowledge of local planning regulations, and the community relationships that are essential to delivering projects on this island. His experience spans private residences, vacation rental villas, and infrastructure projects across Providenciales — and his roots here are Blue Water's greatest competitive advantage.
Notable Experience

Chief Financial Officer
Jake is a Member of the Chartered Institute of Building (MCIOB) — one of the most respected professional designations in the global construction industry. His career in the United Kingdom spans private residences, high-end vacation rental properties, and large-scale commercial projects. Jake's expertise in BOQ preparation, cost management, bank reporting, and programme management ensures every Blue Water project is delivered on budget and on schedule, with the financial transparency that clients and lenders require.
Notable Experience
Different construction traditions. Different standards. Different units of measurement. Different ways of solving problems. When these three worlds come together, the result is a construction team that is greater than the sum of its parts.
Canada
Canadian Construction Excellence
Canada's construction industry is defined by extreme climate engineering, rigorous safety standards, and highly structured project management frameworks. Blair brings this discipline — from cold-climate foundations to complex commercial builds — directly to every Blue Water project.
Turks & Caicos
Island Knowledge & Local Authority
Born and raised in Turks and Caicos, Shavago carries knowledge that cannot be imported. He understands the land, the regulations, the community, and the unique challenges of building in a Caribbean island environment — from hurricane-resistant design to navigating TCI planning and licensing requirements.
United Kingdom
British Rigour & Financial Precision
The UK construction industry is renowned for its quantity surveying discipline, structured project delivery, and meticulous cost control. Jake brings this rigour to Blue Water — ensuring every project is delivered with the financial transparency, programme management, and BOQ precision that clients and lenders demand.
"Whether a measurement is in feet or metres, whether a specification follows CSA, BS, or TCI standards — we speak all three languages. This is not a challenge we manage. It is an advantage we leverage."
Blue Water Construction — The Partners
Why Blue Water
Blue Water Construction is newly established — but our partners are not new to construction. With over 50 years of combined experience in luxury villas, private residences, and vacation rental properties across three countries, we bring a depth of knowledge and a maturity of judgement that most companies take decades to develop. You are not our learning curve.
Our core specialisation. We deliver high-end custom villas, private residences, and vacation rental properties across Providenciales and the wider Turks and Caicos Islands. Managing every detail from architectural coordination and structural engineering to interior finishes, pools, and landscaping — every property is built to the highest international standards, designed to capture the extraordinary beauty of this location and maximise its value as both a home and an investment.
Before a single foundation is poured, we invest in getting every detail right. Our pre-construction services include design coordination, BOQ preparation, bank loan documentation, planning approvals, consultant engagement, and full programme scheduling — ensuring your project starts on solid ground.
From groundbreaking to the handover of keys, we manage every phase of your build with rigour and transparency. Our three-partner oversight model means you always have experienced eyes on site, on budget, and on programme — with regular reporting and complete accountability at every stage.
We go beyond construction. Through our established network of trusted property management companies in Turks and Caicos, we can connect you with professionals who will manage your completed villa — handling rentals, maintenance, and day-to-day operations on your behalf. From the first design consultation to a fully managed, income-generating property, Blue Water offers a truly hands-off investment experience. You retain full decision-making authority; we handle everything else.
Safety is a core value at Blue Water Construction — not a regulatory obligation. We implement the full spectrum of required safe work practices, life-safety equipment, and access systems on every project, every day.
At Blue Water Construction, safety is not a box to tick — it is a value that every partner and every worker on our sites carries with them. We believe that a safe site is a productive site, and that protecting the people who build your vision is as important as the vision itself. We implement the required safe work practices, procedures, life-safety equipment and devices, fall-arrest protection, platform ladders, and Green Book approved scaffolding and access equipment on every project, without exception.
Every Blue Water project operates under a comprehensive set of written safe work practices and site-specific safety procedures. Our team is trained, briefed, and held accountable to these standards before any work commences.
All work at height is conducted under strict fall-arrest protocols. Our team is equipped with certified personal fall-arrest systems, anchor points, lanyards, and harnesses — ensuring every worker is protected at every elevation.
We use only Green Book approved scaffolding and access equipment — the recognised industry standard for safe, compliant temporary works. All scaffolding is erected, inspected, and dismantled by qualified personnel in accordance with current regulations.
Platform ladders and certified access equipment are standard on every Blue Water site. We do not permit improvised access solutions. Every point of access is engineered, rated, and inspected — protecting our workers and your investment.
All sites are equipped with the required life-safety devices: fire extinguishers, first-aid stations, emergency signage, and site-specific emergency response plans. Safety is not a checklist — it is a culture that begins at the top of our organisation.
Safety is not a one-time briefing — it is a continuous commitment. Our site supervisors conduct regular safety walks, toolbox talks, and incident reviews. Every near-miss is documented and acted upon. We hold ourselves to the same standards we would expect from any world-class construction firm.
